Accounts

This page provides access to the council’s financial information, including budgets, annual accounts, audit reports, and statutory notices. We publish these documents each year so residents can see how public money is managed and how decisions about spending are made. In line with the Freedom of Information Act (Model Publication Scheme 2008) and the Accountability Code of the Localism Act, at least two years of full accounts must be available online and published by 1 July each year.

Budget Forecast

Spreadsheet showing how the council calculates the precept and sets out its planned income and spending for each financial year.

Precept Notice

The formal notice confirming the amount of council tax (the precept) requested from City of York Council for each financial year.

    Annual Accounts

    A yearly summary of all income and expenditure, including the final balance at year end.

    Annual Return

    The statutory Annual Governance & Accountability Return (AGAR), including audited and unaudited versions, which reports the council’s financial activity and governance statements each year.

    Explanation of Variances

    A brief explanation of significant changes in income or expenditure compared with the previous financial year.

    Asset Register

    A record of all council-owned assets, such as land, buildings, equipment, and street furniture, updated annually.

    Bank Reconciliation

    A report showing that the council’s accounting records match its bank statements at the end of each financial year.

    Internal Audit Report

    The independent internal auditor’s findings on the council’s financial controls and procedures for each year.

    Internal Audit Review

    The council’s own review of its internal financial controls and risk management processes.

    Notice of Conclusion of Audit

    The official notification confirming that the external audit of the Annual Governance & Accountability Return has been completed.

    Notice of Public Rights and Publication of Unaudited Annual Governance & Accountability Return

    The yearly notice informing residents when they can inspect the council’s accounts and related documents before the external audit takes place.
